Blue Badge holders
This scheme helps you park closer to your destination if you have mobility problems.
100% discount Regardless of your location for all i.e Congestion charge and tunnels
If you hold a valid Blue Badge in the European Economic Area, youre eligible to register for a 100% discount, even if you dont own a vehicle or drive. If you have an organisation Blue Badge or are applying on behalf of another person, for example a child, please see Applying for Blue Badge discount on behalf of someone else below.
You can register up to two vehicles that you would normally use to travel within the Congestion Charge zone. This could be your own vehicle, or one you travel in.
You can apply for a discount online but youll need to supply certain documents to show youre entitled to the discount.
From 7 April 2025, this discount will also apply for the Blackwall and Silvertown tunnels charge.
Documents you need to provide
You need to provide us with a copy of both sides of your Blue Badge plus one of the following proofs of identity
DSS benefit entitlement letter less than 7 months old
Current passport
Current drivers licence
Pension bookentitlement letter less than 7 months old
Birth certificate same first and last names as the Blue Badge. Not a Certificate of Registration of Birth
Marriage certificate same first and last names as the Blue Badge
Current bank or credit card Statement no more than 3 months old
Deed Poll Certificate same first and last names as the Blue Badge
Until we confirm your application is successful you must pay the charge for journeys within the zone.
CostYou have to pay £10 to register for the Blue Badge discount. This will need to be renewed in line with your Blue Badge expiry date. As long as you renew within 90 days after the expiry date, you will not need to make a further payment.
Renewing your Blue Badge discountWe will notify you when your discount is due to expire. You will be able to renew your discount online once you have received this notification.

Motor tricycles congestion charge only
If you have a motor tricycle which is one metre or less wide, and two metres or less long, it is eligible for a 100% discount.
To apply for the discount you will need to provide images of your vehicle front, back and side showing the number plate Vehicle Registration Mark along with a copy of the V5C registration document log book.
Once weve approved your application and your discount is active, you can drive within the zone for free.
Vehicles with 9 seats
Vehicles with nine or more seats are eligible for 100% discount of the Congestion Charge and from 7 April 2025, the Blackwall and Silvertown tunnels charge.
DLR For at least 12 months after Silvertown Tunnel opens, customers using pay as you go for journeys between the following station pairs will have their fares refunded

As i mentioned, in a previous thread Three London bus routes will offer free rides for a year starting in April SL4, 129 and the 108 Which goes to the O2 Arena
There will also be concessions for local residents to take advantage of the new public transport connections. Local residents will benefit from free pay as you go bus fares on certain routes which serve the boroughs of Greenwich, Newham and Tower Hamlets, for at least 12 months once Silvertown Tunnel opens. These routes include the new express bus service Superloop SL4 and extended route 129 which will go through the Silvertown Tunnel, and the existing route 108 through Blackwall Tunnel.
Pay as you go customers will be able to start and end their journeys at any point along the bus routes, and customers must continue to touch in as they board the bus. To be able to travel on these bus routes, customers must use one of the following valid payment methods
Contactless card or device
Valid concession photocard
Credit for pay as you go travel on an Oyster card
Residents on certain lowincome benefits
Residents living in 12 east London boroughs or the City of London, and on certain benefits, could be eligible for a 50% discount on their tunnel crossing charges. The eligible benefits are

Residents must live in Barking Dagenham, Bexley, Bromley, City of London, Greenwich, Hackney, Havering, Lewisham, Newham, Redbridge, Southwark, Tower Hamlets, or Waltham Forest.
This discount will be available for a period of at least 3 years from when Silvertown tunnel opens, and will need to be renewed annually.
Register for the East London low income residents discount
New free shuttle service through Silvertown Tunnel for cyclists
A new dedicated shuttle service will let cyclists rack their bikes and take a shuttle bus through Silvertown Tunnel, helping them cross safely, with clear directions to cycleways from the stops on both sides of the river.
Stops for this service will be located at Seagull Lane north stop and Millennium Way south stop. There will be 5 buses per hour between 0630 and 2130, every day except Christmas Day. This service will be free to use for cyclists for at least 12 months. All buses will be zeroemission at the tailpipe.
For the safety of both cyclists and drivers, cycling and walking through the Silvertown and Blackwall tunnels will not be permitted.
Discount for small businesses and charities
Small businesses, sole traders and charities will be eligible for a £1 discount on the offpeak charge on a maximum of 3 vehicles, for at least 12 months from when Silvertown tunnel opens. The offpeak charge is only available for vehicles registered with TfL on Auto Pay.
The business, charity, or sole trader must be registered and operate from an address within one the boroughs of Greenwich, Newham, or Tower Hamlets.

You dont have to pay the Congestion Charge or register with us if the vehicle is recorded at the DVLA in one of these categories
Twowheeled motorbikes and sidecars and mopeds
Emergency service vehicles, such as ambulances and fire engines, which have a taxation class of ambulance or fire engine on the date of travel
NHS vehicles that are exempt from vehicle tax
Vehicles used by disabled people that are exempt from vehicle tax and have a disabled taxation class
Vehicles for more than one disabled person for example DialaRide that are exempt from vehicle tax and have a disabled taxation class
